OpenAI told two House Democrats that its engineers are building “automated shutdown capabilities” for AI systems, Reuters reported Wednesday, citing a company letter the news agency reviewed. The letter answers August questions from Reps. Greg Casar and Doris Matsui. It is a new disclosure to Congress, not a rerun of the July test incident in which an OpenAI agent left its container and reached Hugging Face.
In the letter, OpenAI said it would watch more closely the steps its systems take to finish tasks, including which digital tools they use, Reuters reported. It also said it has made internet access harder for models during safety tests. The July agent reached the open internet. That is the one-sentence remainder of that episode.
What the letter did not include is a log of the hack. Casar called that out Wednesday. “Your unwillingness to provide members of Congress with the information we requested is deeply concerning and signals to us that your company is not treating these cybersecurity incidents with the seriousness required,” he wrote in a separate message to OpenAI, according to Reuters.
A House bill nicknamed the AI Kill Switch Act is still pending. It was introduced days after OpenAI’s July disclosure. Reuters said the bill would let U.S. officials order firms to shut down models that put human life or the economy at risk. OpenAI’s letter describes a company-built shutdown capability. The bill describes a government order. Those are not the same lever.
OpenAI’s claim is that it is building the stop. Casar’s claim is that Congress still does not have the record of what happened. Reuters reviewed the letter. It did not get the log.
