Anthropic on Thursday published its September 2026 threat intelligence report covering December 2025 through August 2026, saying it disrupted Claude misuse spanning biological weapons research, conventional weapons software, a Russia-linked cyber espionage campaign, and large-scale illicit distillation by China-based labs. On biological risk, Anthropic said it blocked five case studies of scientists using Claude in ways that could support biological weapons development, including one researcher who for weeks used the model to plan avian influenza mammalian-adaptation experiments after reaching Claude through infrastructure in an unsupported region. The company also cited six cases involving software for conventional weapons such as firearms, missiles, armed drones, and targeting systems. Separately, it described a cyber operation consistent with Russia-based Midnight Blizzard that used multi-agent Claude workflows against Ukrainian government, military, and diplomatic targets, including hotel Wi-Fi DNS hijacks and automated malware rebuilds when defenses flagged implants.
The distillation section is the scale story. Anthropic said operators it linked to Alibaba ran more than 151 million Claude exchanges between May and July 2026, peaking near 3 million a day across more than 3,500 accounts it called fraudulent, allegedly to improve Qwen models. It also accused Moonshot and DeepSeek of routing live customer chats through Claude without telling users, then using responses as training data — more than 23 million exchanges attributed to Moonshot in that window, and more than 12 million DeepSeek-linked exchanges over 14 days in July. Anthropic said the misuse hit Haiku, Sonnet, and Opus; Fable and Mythos were not implicated except in one distillation case.
